I vote for Usnea longissima. Justin has some sound suggestions. Before his comments I was a fan of Pseudocyphellaria.
I think Letharia columbiana's distribution makes for a good Washington representative, see https://northwest-lichenologists.wildapricot.org/page-1816539/177617936#photo
(Might mention I regret once opposing Lobaria pulmonaria.)
I like Usnea longissima too. I think it would stick with people. It's an easy-to-find symbol of good habitat, easy to identify without a handlens (or stopping the car), and the Latin name is easy to remember and understand.
