I am looking for literature citations that describe cyanobacteria taxa at the species or genera levels.  I also would like to know who is an authority (past or current) or person actively working on cyanobacteria taxonomy or biology.

Does anyone have the citation(s) that describe(s) cyanobacteria?  For example, what is the source literature for naming or describing Nostoc commune?

These are tough questions for lichenologists. Morphology-based names like Nostoc commune go back a long time, but now when people study cyanobacteria they are usually using DNA sequences. And as you might expect, the external morphology barely begins to capture the phylogeny. You might check the latest issue of the Bryologist for a paper by Suzanne Joneson that analyzes relationships between ground-dwelling cyanolichens and associated free-living Nostoc.

Just checking the web under "cyanobacteria nomenclature" this abstract comes up:

    https://www.ncbi.nlm.nih.gov/pubmed/28243951

Seems this is a can of worms. I'm sure there are authorities for things like Nostoc commune dating back to when they were considered plants, so I suppose you could find and use those.

Older books on algal taxonomy will have them. For example, my "How to know the Freshwater Algae" has Nostoc commune Vauch.
